A relationship becomes valuable when it is given direction — and continuity.

The Dublin–Pompei journey began with a conversation in Rome about the possibility of creating a formal relationship between the two cities. Approximately ten months later, that dialogue had become an institutional process and reached Dublin for the formalisation of the twinning.

From a conversation in Rome to a formal partnership in Dublin.

Approximately ten months after the first discussions in Rome on the possibility of establishing a formal relationship between Pompei and Dublin, the institutional journey reached Dublin, where the twinning between the two cities was formally signed.

The case brings together the essential stages of city diplomacy: identifying an opportunity, building political and institutional dialogue, maintaining continuity over time, coordinating the administrative path and reaching a formal agreement.

Renewal of the Pompei–Gyeongju twinning relationship

Reactivating a sixty-year relationship.

The relationship between Pompei and Gyeongju was not a new connection to be created, but a historic twinning relationship to be brought back into active institutional life. Mario Muscariello promoted and coordinated the visit of the Gyeongju delegation to Pompei, helping create the conditions for the two cities to renew a relationship dating back around sixty years.

Relationships continue beyond formal meetings.

International relations are sustained not only through official negotiations, but also through the continuity of diplomatic and cultural relationships. Encounters with ambassadors and diplomatic representatives create a wider network within which new opportunities for territories and institutions can emerge.

A relationship recognised through institutional continuity.

Relations with the U.S. institutional and military community in Naples developed through years of dialogue, official occasions and shared initiatives. In March 2025, the Commanding Officer of U.S. Naval Support Activity Naples issued Mario Muscariello a Letter of Appreciation recognising his work in strengthening dialogue and cooperation between the command and local institutions.

For Italian local authorities, an international relationship may also require a precise administrative route.

Experience includes work on procedures involving DARA, MAECI and the competent Region within the applicable framework for twinnings, understandings and related international acts of territorial authorities.
